Why is ABS not standard on all 08's?

I bought an 08 Impala and found that ABS is not standard on the mid-level LT trim. Seems strange to me. Before you say "it IS standard", I would like to tell you that I have looked over the car thoroughly at the garage where I work, and I know for a fact that my car does not have it. I'm more curious than anything.

Maybe they don't have the money and had to make cut backs.
