where to find VERY cheap, street legal cars?

My girlfriend's family's car has FINALLY become inoperable (Not street legal), and they desperately need a new car..

Problem is, they are VERY.... Well, dirt poor is about the best way to say it...

I need to help them find a WORKING and street legal car, as cheap as possible...

Basically, here's a rundown;

under 1000 dollars (Hell, 500 or under even, if it'll work)

windshields both intact (no MAJOR cracks)

working headlights

working taillights

working turn signals (Hand signals just became illegal)

We're in central Kansas (Wichita area)
