am I getting a good deal on a car? Help!?

I am planning on getting a Mazda RX8 2004 66,804 miles on it.
It is from a big dealership. The price they are giving it to me is for $10,450 and the APR is 17% Down payment is $3,000 and the monthly is $280

There is NOTHING wrong with the car.. Honestly I love it.

I am wondering if I am getting a good deal on it.
Since I have been told that the car market is going down.. so am I getting a good deal?

They also told me that they could bring the 17% APR to 8.5%
Would that still be a lot?
