Does $200/Door Sounds Reasonable for Power Locks Install from Circuity City?

The car is a 2004 Chevy Cavalier. It's a completely base model coupe (2-door). It's actually my girlfriend's car and I got her a Remote Start kit for Christmas (from Circuit City)

and I wanted to be sure she got the full package - which supposedly included the power locks option (since I purchased the additional parts for it) - and now they're saying that it'll cost an additional $200/Door to install the power locks.

First they said they had to get a special 'bypass' so I went ahead and paid for that, then there are about another 3 installation charges on my receipt.

So while the remote start kit only cost $59.99 - my receipt totals to: $258.00!

Does this sound legit? Also, can anyone confirm that the base model 2004 Cavalier actually needs that 'Bypass Transponder'?
