Well you answered your own question there. The best mods at low cost are to mae the car breathe better...so exhaust and intake mods are good place to start.

There is no such thing as low cost HP. Especially on one of our cars. They do very well as you know already, but the most gains on the c5's are to be had in the exhaust. You need a shop that is VERY knowledgeable with vettes. just some slap shop is GOING to screw your car up.

K&N Intake.

(I wouldn't just go with the filter, go with an intake system which will probably run about $230).

For the headers, call up any performance shop and ask them what you can get away with cheaply. Performance shops are really the best place to call because they won't just attempt to sell you something they have, although they will tell youthe cheapest that THEY have...

Consider that you are looking for more performance than opening up the hood and showing off the motor.

Consider changing to a more free-flowing muffler.

For "cheaply" it really depends on your budget.
