Why wont my 1996 cavalier crank?

The starter was recently fixed because it wouldnt crank at all. Now it sounds like it is going to crank but wont. When the key is turned it makes that noise like it will crank until you turn it back. The man told me it might be the carburater, but a 96 cavalier dosent have one.

Does the battery have a good charge on it? Check it and see if it has a charge or is good, if good look for a power drain somewhere or check the alternator. Buy the way, what does a carburetor have to do with a car engine not turning over? I hope you don't look at that person for any more advice as they don't know much.
