Ignition key won't turn in the cylinder. SAAB 9-3 1999?

I have a SAAB 9-3 (1999) - the Key won't turn in the ignition. The key and the electronic fob are separate.. and I have changed the battery in the fob. Dealer said it needs to be towed in.

What do you think? Could it still just be the fob? the battery in the fob? Rather than towing I have a competant mechanic coming Monday. He thinks if he changes the tumblers it'll do it. I wouldn't object to a new key / new switch.

What's your opinion, please?

try shaking the steering wheel while you try and turn key
