Default Can I sue the at-fault driver for the remaining amount needed to repair my car?

Last week my car was rear-ended, and the other driver's (at-fault) insurance company determined that my car is totaled, so they are only going to give me the actual cash value (ACV). HOWEVER, I want to keep my car and repair the damages...but that means the insurance company will give me the ACV minus the salvage value of my car (which will not cover the entire amount of the estimated damages). Can I sue the at-fault driver the remaining amount???
I live in California btw.
