Can a co-signer on a car loan legally report the car stolen when the car is

registered in your name only? The co-signer lives in another state. the lender has only the address of the location of the car

Yes. They are just as responsible for the loan on the car as the first signer. If they aren't able to find the vehicle or the first signer, they go after the co-signer.
