saab 900 convertible wont lower?

need help--1996 saab 900 se convertible--when i press the button the top moves about 4 inches(nothing significant) It also seems to be working out of order because the first step is supposed to be the back lifting up not the front. I dont know anything about cars so im pretty lost here. If anything tell me how much the repair will be.

that indicated possibly so.
