1994 jetta gls 3 ino2 light on and will not start please help!?

the car runs fine when pop started but it will not turn over when i turn the key it just clicks a few times. someone told me it might be the starter cyanide.does anyone have and ideas? and if so what am i looking at price wise to fix it. the car is a 94 and only has 127k so i know it should go till about 210k
