I'd get it into an Acura dealer for repair, probably around 5-6 hundred dollars.

probably a bad relay on the antenna replacement antennas are about $50-$60 at the auto parts store you can get a universal type it's cheaper and easy to install Good luck

I replaced mine myself on my 94 Honda Prelude. I went to the Honda dealership and bought the parts. If I remember correctly I think the parts cost around $60-70 but thats been about six years ago.

First, I would check the fuses. If they are good then i would diagnose it by having someone start your car and turn if off while i was listening to the antenna to see if the motor was even working. If it makes noise then it could just be stuck. Also, the part that connects the motor to the antenna itself could have busted.
If so, itll need to be replaced for it to work properly, but if you don't mind it being up you should try to unplug it or pull the fuse for it. That would prevent unwanted battery drain if the motor keeps trying to lower the antenna.
If you hear no noise when listening, then i would check to see if it was pugged in and if the wires were not damaged. If those pass then the motor could have burned up and that would require replacement. Unless your ok with it.
Now if it is stuck down and you deduced that the motor is bad and you want to leave it, then just pull the antenna up. It might be hard, but you should be able to get it up and it should stay up.
I don't know what it would cost, but its probably around 100 to 200 dollars. Any body shop or the dealer would be able to help you find out that information.
