were are the fusible links on a 1984 monte carlo? ?

For some reason when I turn my headlights on it shuts off anything inside that runs of power like horn, radio, interior lights, but the headlights cut off as well. When it rains they will pop back on but once I cut the headlights on they shut off again. Right now I have it jumpered from my fuse panel to the fuse that makes it all work. The only thing about is it only works with the ignition turned foward so I cant get an inspection I don't think
