how tight should the control arm's nuts be tighten?

i took it off replace the ball joint so what should be the torque shoud be when lightning the bolts and is it true that it should be tighten while the tire is on the ground?

also dad hit the axel with a hammer to take the knuckle out and the thread got messed up what can i do without buying a new one
