Default 1993 Buick failed Smog test

My 1993 Buick Century station wagon failed the smog test..under the the "NO (PPM)" category. The guy at the shop said that it needed a new catalytic converter, but he is the same mechanic that put a brand new one on it about 20 months ago. Then another guy said it was something to do with it not getting enough fuel? Any Ideas??? I can't afford a new car and I can't afford to keep getting it tested. .
