Default Do I need the ignition switch recall performed?

I have a 99 Accord EX 4cyl. I am having problems getting my car to start. Sometimes when I turn the key nothing at all will happen. There are no clicking or whirring sounds, just lights on the dashboard. It takes several turns of the key before the starter finally engages. Sometimes when I drive, the car will turn off and turn back on really quickly. This can be scary when pulling out into traffic.

My dealer said that I needed a new battery, positive battery cable, and starter. I was planning on replacing the battery and cable first before forking up $200 for a starter. Is the starter, battery, and cable the culprit of my problem, or is it something to do with the Ignition Switch Recall? The dealer said the Interlock Recall has already been performed on my car.
