Would a 4" suspension lift and 37" tires be bad for highway driving?

I heard that when a Jeep is lifted too high, it is unsafe to be driven at high speeds. Is that only for body lifts, or is it the same for suspension lifts? I wanted to put a 4" suspension lift and 35-37" tires on a Wrangler Unlimited, and I need to know if its safety will be affected for driving on the highway.

its bad for high speed maneuvers. quick lane changing and high winds
