i have a 88 supra turbo .. the problem is the turbo kicks in low speed

and black smoke comes out of the tail? anyone know about turbo ??? i have an 88 supra turbo and the problem is the turbo kicks in low speed and black smoke comes out in the tail pipe ... everytime i step on the gas that reach 2000 rpm the turbo kicks in ... anybody know why it's doing that ? please help ..........
