How long do i have to wait to change my permit to license?

for NY
What i mean is after i have my permit how long do i have wait to take the road test and get my full Class D license without any restrictions, and i know that i have to take the 5hr class

You have to take a 5 hour course and pass your road test first. Also in NY there may be driving restrictions based on your age.
