Default 95 chevy tahoe, A/C problems?

when it comes to the cooling part its fine, but getting it to kick on is the problem. On the part where the belt is I have replaced both of those plugs, and i used to be able to move the one on the back some by where it plugs in and it would kick on, but now have nothing, you cant hear that clutch engage at all, A/C relay maybe?
