Is it legal to drive with a pemit in philly with people under 18 to be in the car?

i have a colorado permit. And its legal to drive in philly. But i have two cousins, 12 & 13. Is it legal for them to be in the car while i am driving? NOTE: a liscensed driver over 25 will be in the passanger seat
