2003 volks wagon jetta tires shake when i get to 40mph and higher??

i personally think its my tirod but i have had 2 mechanics look at it and one said it was that my rim was bent and the other found nothing. i got a new rim and balanced all my tires and still nothing. any ideas?? please help i'm running out of money!
