I need help. I have a 1997 Honda Civic LX Non-ABS car, brake booster problems?

I had some brake problems with my car. I needed to pump the brake pedal two times in order to get any pressure to be able to stop. I took it to the brake shop and they told me I needed a new master cylinder. I got it replaced and it's still the same thing...I need to pump the pedal two times. Albeit I DO get more pressure to the pedal now, I still have to pump it two times. The pads and rotors are good, what can the problem be? Brake Booster?

Well first thing to do is bleed the brakes, the shop you did the work at should have done that though. go back to the shop and complain you'll get a free inspection but that shop might be shady. is there any fluids on the inner of any of your tires? if there is chances are there is a caliper or pison problem.
