Default The passenger side climate control is set to low but still puts out heat.

Any SAAB ppl know what this is. 9-5? I have a 1999 SAAB 9-5 and its a great car. From switching from winter to spring and now summer, the duel climate controls are set to low but the passenger side still spits out heat. Has anyone had this problem. I am still in college(so I dont have a lot of money) and don't know anyone besides the dealership who works on SAABs. The guy that used to work on it went out of busness. Any suggestions?
