Default do i need to give my bank a specific price of a car for sale before i get a car loan?

i want to get a car loan to buy a 6000-7000 car at the dealership. do i first need the exact price of the car i want before i get a loan? or can u just get the loan and then buy the car....
my bank is at wellsfargo and i am 19yrs old working full time
