92 Jeep Wrangler looses gas quickly and loud exaust noise?

My 92 Jeep Wrangler losses gas quickly after filling it up. There doesn't seem to have any visible gas leeks, seldom there are times a strong odor of gas while driving in the city or on the freeway. The jeep now has a loud Rev with the occasionally load crackling sound in idle and when the gas peddle has been pressed. When driven on the road there is a loss of power/RPM. I've checked the oil for possible water, but the dipstick came back nominal. Anyone have any ideas?
