2001 Jeep Break Lights don't work Only when headlights are turned on!?

Odd.
2001 Jeep Grand Cherokee
So the break lights work fine when the headlights are off, but when you turn the headlights on and hit the breaks, only the top break light (the one above the window) goes on.
Can someone help me track down the problem myself!
