The short answer is No. For a motorcycle to be street legal it has to be titled as such. A dirt bike will always have an off road designation on the title and will never be street legal.

If you have a Clear Title you can
register it after you change everything over to pass State inspection for Raodways.... Look at a Enduro model of any bike or Moped. All Lights, brake lamp, turn signals, HORN ! Must have front and rear brakes. Being its a 49CC most likely you won't have to have a motorcycle lic to operate it. We use to make Honda 3 wheelers into street legal Snow runners back in the 80's... Horn would always freeze up so we would have to use a bike horn. Chrome with rubber ball. Have Fun wear a Helmet ! on that slow thing in traffic...
