I need some advice, My mom bought a 1999 Town & Country a couple months ago...?

It didnt come with a waranty, but the dealer told her that it had a DVD player and that it worked. When she got it home everything was fine but after a few days the brakes went on it, she got them fixed, and then My brother (who knows about cars and what not) came by to look it over, he found that the dvd player system was professionally done, but that there was no longer a dvd player and that it had been ripped out....when he touched one of the wires they were not grounded and it caught on fire and ran right through the whole wiring of the vehicle. She then had to purchased a brand new wiring harness, wich when it was installed, the lights still wont work, the lights inside stay on even when the car is turned off, and most of the electrical things work when they want to. She even took it to a garage that specialized in auto electrical stuff and he looked at it and said he wasnt intrested in doing the work! What can she do now, is there something she can do by law?
