my friend bought a car 6 months ago and when he filled out the title information

he filled out the odometer as 131,000 miles instead of the actual 31,000 that is on the car. It was an error. Now he wants to sell the car and found the mistake. The DMV said there is nothing he can do . Has anyone experienced a situation like this? they live in VA
