car won't start - 94 grand prix se?

first off, I don't know anything about cars so i'll try to describe this as best as possible.. well, I was driving on the highway one day one my accelerator started acting goofy, like tension would kind of fluctuate.. i kept driving and it went away after not too long.. a few miles later, the car made a weird noise coming from the front, almost like something dropping. then the accelerator went out - there was no tension to it at all.. i pulled the car over and shut it off, then tried to see if it would start, but it wouldn't.. it would turn over and sounds like it's almost going to start, but it never does.. had a new starter put in a few months ago and a new battery a week ago
