Electrical problem on Audi A4 1998?

my lights only work when i'm flashing somebody my signals don't work, my whipers, my a/c heater shows on but not blowing any air. i had my mechanic to check it out he said that everything looks fine. fuse are good. what could be the problem? does that ever happen too anybody?
