1993 Grand Am V6 4 door SE?

I have a 1993 Pontiac Grand Am 4 door SE with a 3.3L V6. The car has problems.
1. It surges really bad when idling - almost to the point to die, but then picks up again.
2. Turn signals, hazards and brake lights don't work.. All fuses are good!
3. Passenger front window operates down, but doesn't go back up. It makes a noise like the gears are stripped.
4. Oil is burning from the engine (probably valve gasket cover seals??)
5. Runs rough - like it's turning over a pile of rocks.

If anyone can helps with these problems, I would appreciate it. I can do the work, but have no Technical knowledge for troubleshooting. AND Can't afford a mechanic!! Go figure!
