1994 Lincoln. No headlights when car off but all others work.Pushing forward...

...on turn signal No brights.? I have 94 Lincoln Continental and a strange headlight problem. If the car is off and I turn on the headlights, they don't work, but all other exterior lights work. If I start the car the lights kick on due to the day time running lights, that is when the switch is off and the car is running. When the car is running and I switch the headlights on, there is no difference in the brightness of the headlights. Also whether or not the headlight switch is on or not, pushing the turn signal forward, does not turn on the brights. It's like the car is running with daytime running lights and when I press forward on the turn signal for brights, that is when the headlights come on. There is no brights. If I hold the turn signal back, the light on the dashboard shows up as the brights being on. So I know that the light on the dash board is not out. Sorry for the long description, but and help would definitely be appreciated. I think I kinda have to figured out as being either the headlight switch or the turn signal switch.
