97 Mercury Sable OBD code P0443.?

I have a 97 mercury sable, and the engine light keeps coming on. We took it to the mechanic and they said it was the transmission, so that was replaced. Then the starter went out, and that was also replaced. It seems as if everything has been replaced, but it won't go off. The mechanic plugged in the OBD monitor, but nothing came up.

I took it to Auto Zone yesterday, and the print out says that it is error code P0443.

Definition: EVAP (evaporative emission system) purge/vent solenoid circuit condition.

Explanation: The solenoids and system wiring are monitored for opens or shorts

Probable Causes:
1) Purge or Vent solenoids defective
2) Check connector and wiring
3) Fuel Saturated vapor Canister
4) Failed EVAP vent solenoid

Soo. I have NO clue what any of this means. I can't take it to a mechanic, I do not have the time or money for this. However, I have many friends who are mechanics, I would like to understand what they are going to do to my car.

How do you fix this? And what does it mean, besides that I won;t pass DEQ?
