Default 97 dodge ram van blows 20 fusible link (maxi fuse) shuts down fuel pump and...

...leaves dome lights on? I replaced the 20 amp maxi fuse and started the van but now when running the rear running lights and tag light stay on when lights are not on. When you go to drive the vehicle blows the fuse again.
