Default mr2 mkII body part thingy?

you know that air intake tube that comes out of the engine,what is the name of that body part?i thought it was called a snorkle.
also is it normal for a turbo not to fully boost in first gear?,it boosts in all other gears but only .5 in first,i figured this may be some sorta safety feature so u dont blow up ya engine in first gear?
