i have a 1989 chevy s10 blazer. the check engine light is on. and the E-brake lights

just started to flash? the E-brake light has always been on since i got it they said it has been on since they had new brakes put on. and the check engine light also has been on since i got it. but today when i started it up to leave the E--brake light started flashing 9 quick times. what does this mean?
