Default 93 camaro brake help?

my hand brake is constantly on and it seems like my back brakes are not working at all, i have very little brake pedle. my back brake shoes arnt bad and i tryed adjusting them, and the fluid seems to be ok, what would cause my light to come on and stay on? and my parking brake is not working right as well, it ha started to slip a lot, and that makes sense since the parking brake is the back brakes and they arnt working...anyone have any idea? thanks a lot
