How tough is the Volvo 240& similiar models of the 1980's?

How tough is the Volvo 240& similiar models of the 1980's?
I want something that is very tough, very rugged. Prefably the 1980's volvos sedan. And oh yeah, It had better be less than 1.8K. I'm from around the New Jersey area.
