:::::Car No Start When i Turn the key but there is a strange sound:::::?

my car is not starting. Today as i was sitting in the parking lot i tried to start my car and nothing. No clicking no trying to turn over or anything. So i figured that either listening to the radio killed the battery or my cars security alarm killed the starter....so i disconected the neggative put it back on and jumped it and it started.... i drove the rest of the day making many stops turing the car off and back on with no problem... i get home park my car on the street and turned it off...turned it back on to park in the drive way and nothing...the car is not making a click sound and is not trying at all to turn over....but what is happening is all the electronics are turning on inside...i can hear the fuel pump and when i go to turn the key i hear no clicking but what i do hear is strange from the left side of the dash i hear some sort of whinning kind of sound.....its kind of the sound you hear when you wind up a toy car and its that staticy whining noise...that sound is faint toward the left side of the dash when i turn the key its strange...... and there is no loud grinding or clicking sound from the starter that i can hear.......
