Default Can I return my Razor Pocket Mod scooter?

I got the Razor Pocket Mod on June 17th. (It was either that, the 18th or the 19th.) And I don't like the scooter. It's super slow, and it just keeps getting slower. I think it's the battery-- but I don't know what to think. Last week it was going about 10 mph, and now it's going estimated 7-8 mph. So the question is: can I return it?
I have the receipt, all the original stuff that came with it. It has no damage or scratches.

Can I return it? It'd be great to have a really detailed answer.
