Default What are the laws regarding tinted/smoked headlights and tail lights in Georgia?

Here is my interpretation of, and the links to the Georgia Code of Motor Vehicles and Traffic - Title 40, Section 40-8-22, subsection (d) and Section 40-8-26, subsections (b) and (d):

Section 40-8-22: http://law.onecle.com/georgia/40/40-8-22.html
Section 40-8-26: http://law.onecle.com/georgia/40/40-8-26.html

Based on Section 40-8-22, subsection (d), having any material, in this case tint spray, on headlights is illegal.

According to Section 40-8-26, subsection (b), brake lights and turn signals are legal as long as they are visible and understandable from a distance of 300 feet.

Subsection (d) says lenses on brake lights and signal devices have to be in good repair and "meet the manufacturers' specifications"; This is where hours of research failed to give me any more information.

What are the "manufacturers' specifications"?

If it is legal to have tinted tail lights, what is the legal opacity percentage, and how do you figure out this percentage?

What is the punishment for violating these laws?

Do you agree with my take on 40-8-22 and 40-8-26, subsection (b)?

Also, any personal accounts of getting pulled over for headlight/tail light tinting in Columbus, GA would be greatly appreciated.
