Default honda z50 will not start?

I have an early honda z50. The compression is good. It is getting fuel and has a good spark. I have all of the ingredients but maybe it isn't timed correctly. I removed the timing cover and the marks look to be lined up correctly. Given that the crank rotates twice as fast as the cam, Is it possible it could be off by 180 degrees? Do the points open every revolution of the crank? Or every other revolution?
