2001 VW New Beetle--Loss of Power?

I have had my 2001 VW New Beetle 1.8L Tubo Gas for a month, 5K miles later I have NO power. Cant even get over 40/60 with pedal to floor. It accelerates, but does not down shift. I have changed air filter, fuel filter, and planning on oil since its due. We had a friend look at it and he thinks that it has something to do with my turbo. There is some kind of govorner with a butterfly valve?? It was stuck shut, unstuck it, and its seemed to run great for a few seconds, but then the same so I imagine its back stuck again. Anyone have any ideas what that would be called, and if thats what it could be or anyother ideas?? It is running fine, idels fine...?????

You can get a membership to a car repair website and see if you can find what it's called there. 1 year for $25 or 3 years for $50. Per car.
